Senior Legal Counsel

Human Technopole (HT) is an interdisciplinary life science research institute, created and supported by the Italian Government, with the aim of developing innovative strategies to improve human health. HT is composed of five Centers: Neurogenomics, Computational Biology, Structural Biology, Genomics, and Health Data Science. The Centers work together to enable interdisciplinary research and to create an open, collaborative environment that will help promote life science research both nationally and internationally.

 

The Legal, Compliance, Risk Management Department provides:

  • legal support to all areas in connection to the institutional activities performed by the Fondazione in achievement of its statutory goals;
  • reviews and updates of internal policies and procedures in response to regulatory changes, collaborating with all areas and departments to ensure compliance with regulatory standards;
  • legal support to design and implement risk mitigation strategies, guaranteeing the continous monitoring of the exposition to identified risks and of the effectiveness of related strategies and mitigation actions.

The Legal, Compliance, Risk Management Department of Human Technopole is now looking for a Senior Legal Counsel.

 

Under the supervision of the General Counsel - Head of Legal, Compliance & Risk Management, the Senior Legal Counsel will be working in a team of 5/6 people, operating within the Legal, Compliance and Risk Management Department in the Legal Area where she/he will provide operational support to  on issues involving aspects of administrative law, with a particular focus on public procurement, urban planning, environmental law, Court of Auditors, Transparency, ecc.  

 

S(he) will have the following main responsibilities

  • Deal with issues related to various aspects of administrative, public procurement, urban planning law and construction law as required.
  • Guarantee the Foundation’s compliance with relevant administrative laws and regulations.
  • Manage pre-litigation and litigation with the support of external law firms.
  • Support the implementation of urban planning acts affecting the so – called Ex -Expo area where the HT Campus is located (the so-called “PII MIND - Milano Innovation District”, and the related Urban Convention of June 3, 2020).
  • Advise on issues regulated by the Consolidated Environmental Act (D. L.gs. no. 152/2006), as well as in other sector regulations relevant to “environmental law”.
  • Advise on issues related to anti-corruption and transparency, including those regulated by Legislative Decree no. 33/2013 (such as on the “right to access”) and Law no. 190/2012.
  • Advise on issues related to accounting justice and issues governed by the rules of public expenditure containment (including those applicable to the entity because of the inclusion in the list of public administrations identified in accordance with Article 1, paragraph 3 of Law no. 196 of December 31, 2009, as amended);
  • Contribute to the ongoing drafting, maintenance, development, and implementation of Legal Affairs and Foundation’s policies, procedures, and guidelines (such as, by way of example: purchasing policy, policy on the incentives for technical functions, etc.).

 

Essential requirements

  • Degree in Law, with excellent academic records.
  • Qualification to practice the profession of Lawyer in Italy (“Abilitazione all’esercizio della professione di Avvocato in Italia”);
  • Fluency in English written and oral – HT is an international research institute.
  • 7+ years of experience in the legal departments of multinational companies, independent authorities, public agencies or top-tier law firms.
  • Proved post-qualified experience and professional specialization in administrative, public procurement and urban planning law practicing both litigation and transactional matters. 

 

Preferred requirements

  • Ph.D., LL.M, or other postgraduate degree in high ranked academic Institutions focused on administrative law or public procurement law or urban planning law.
  • In-house experience within public companies or entities included in the ISTAT list of public administrations.
  • Proven experience representing cases before the Council of State, with direct involvement in administrative litigation.
